The United Kingdom and France to Deploy Troops to the Country should a Peace Deal is Agreed

The British and French governments have signed a declaration of intent concerning the deployment of troops in the nation if a ceasefire be made with Russia, the Prime Minister of Britain, Sir Keir Starmer, has announced.

Following discussions with Ukraine's allies in Paris, he indicated that the two nations would "set up operational bases in various parts of Ukraine and build secure facilities for arms and equipment" to prevent any potential incursion.

The allied nations also put forward that the United States would play the primary role in verifying a ceasefire.

The Kremlin has on multiple occasions cautioned that any non-Ukrainian military in Ukraine would be considered a "acceptable aim", but has so far not issued a statement on this recent development.

The Situation and Continuing War

The Kremlin's head Vladimir Putin launched a full-scale invasion of Ukraine in February 2022, and Moscow presently occupies roughly 20% of Ukraine's sovereign soil.

"This represents an essential component of our pledge to be alongside Ukraine for the duration," commented Starmer.

Heads of state and high-ranking officials from the "Partner Group" were involved in the recent discussions.

Speaking at a shared media briefing, Starmer noted: "It creates the pathway for the legal framework under which British, French, and partner forces could function on Ukraine's territory, defending Ukraine's airspace and waters, and restoring Ukraine's military for the future."

Lead US negotiator Steve Witkoff remarked that "long-term safety pledges and strong prosperity commitments are vital to a lasting peace" in Ukraine – referring to a key condition made by Ukraine.

Witkoff noted the coalition had "substantially agreed on" their work on finalizing such pledges "so that the people of Ukraine know that when this war ends, it ends forever."

Jared Kushner, US President Donald Trump's special envoy, also was involved in the negotiations.

Separately, President Macron Emmanuel Macron said that Ukraine's allies had made "significant progress" at the talks.

He said that "comprehensive" security guarantees for Ukraine had been reached in the case of a possible truce.

Ukraine's leader Volodymyr Zelensky said that a "huge development" had been made in Paris, but added that he would only view efforts to be "enough" if they culminated in the conclusion of the conflict.

Recently, he said a settlement was "mostly finalized". Finalizing the last 10% would "shape the future of peace, the fate of Ukraine and Europe".

Outstanding Matters

  • Sovereign soil and defense assurances have been at the center of key disagreements for negotiators.
  • Moscow has often said that Kyiv's military must withdraw from the entirety of Ukraine's eastern Donbas region or Russia will occupy it, dismissing any middle ground over how to finish the war.
  • The Ukrainian President has so far excluded ceding any land, but has floated the idea that Ukraine could pull back its forces to an mutually accepted point – but only if Russia follows suit.

Moscow currently holds about 75% of the Donetsk oblast and around 99% of the neighbouring Luhansk. The areas form the area of the Donbas.

The earlier US-led comprehensive proposal that was extensively reported to the media last year was perceived by Kyiv and its EU supporters as being strongly biased in Moscow's direction.
